The management of labor safety, hygiene and welfare
Main basis for elimination and reduction of labor hygiene and safety violations is improvement of standards for safety and hygiene.
The labor safety and hygiene cannot be provided to employees by simply invigorating them, it shall be combined with employee’s health and hygiene behavior and attitude.
Shall be paid more attention on positive behavior of safety and hygiene of industrial employees.
- Develop program on improvement of labor safety and hygiene awareness among industrial employees
- Inform employees about safety and hygiene risks present at their work places
- Arrange training to establish labor safety and hygiene behavior among employees
- Pay attention and monitoring on employees who handle with dangerous stationary machinery, industrial processes and chemicals
- All employees shall be trained and informed on improvement and promotion of awareness and behavior of labor safety and hygiene, its potential risks and emergency response.
Compulsory placing of labor safety and hygiene instructions at workplaces
The industry shall place its policy, management commitments and obligations in regards to labor safety and hygiene in visible place for employees.
It promotes the employees work activation and motivates positive impressions among employees.
For example, placing big accident and incident free motto on wall and etc.
The specific instructions for certain dangerous work places and departments shall be placed in visible places respectively.
The pre-start checklist for inspecting operations of stationary machinery will not only give safety induction it will also help them maintaining and taking care of machinery.
Placing safety signs at work places improves the awareness of employees about potential hazards and it promotes the safety practices.
- Make sure that employees understand the point of safety signs (Standard signs shall be used).
- The warning signs on information board shall be on native language.
Employees that handle dangerous operations shall be involved in specific trainings. The training shall include use of PPE and safety experiences required for various operations. First aid refresh trainings shall be conducted at least once per a year.
Organizing first aid training
First aid training shall be arranged at least twice a year. It shall precisely teach use and purpose of items in the first aid kit.
The following shall be included in the training:
· Location of first aid kit and method of its use
· Emergency evacuation and evacuation methods
· Use and inspection of fire fighting equipment
· Teaching the methods for using air respirator and rescue equipment
Safety induction for contractors and visitors of operations
Employees that work in area other than your operations (contractors and temporary visitors) shall pay attention to the following:
- To not enter prohibited and unathourized areas
- Follow warning signs and instruction of work places
- Follow all safety instructions
Temporary contractors shall work under supervision of an experienced supervisor or manager.
Paying attention to social welfare of employees
Employees bring their priority issues of work to home and bring their priority issues at home to the work.
The management shall pay attention to what issues the employees bring to home from the work places. Employers or the bosses assume that employees bring no issues to home.
If employers help employees to solve their social welfare issues besides improving the labor conditions at work places, the labor productivity and employees’ communication will improve.
Improvement of employee’s social welfare may vary depending on not only types, qualities also on countries and industries.
The following equipment and items shall be available to improve the social welfare of work places:
- Items for personal hygiene: toilet, sink, room for changing clothes and drying it.
- Drinking water and other beverages shall be available. Workers working in hot conditions shall have cold beverages available and workers working in cold conditions shall have hot beverages available.
- Accomodation room shall be a bit away from office or working area. Accomodation camp shall have a dining hall.
- Male and female toilets must be separate.
Informing about the law
Not knowing the labor safety and hygiene law and resolutions of your country will not help you to improve the work place conditions and it has negative impact for protection of your rights.
These laws and resolutions are directed to cooperation of employers and employees to improve the workplace conditions. Labor safety and hygiene standards intended for improvement of work place safety and hygiene shall be followed at workplaces.
If Mongolia has joined declaration of international organizations of UN like WHO (World Health Organization), International Monetary Fund (IMF), these declarations shall be followed as well. Improving the work place conditions help to increase the economic efficiency.

Besides this, it will also include the government, non governmental organizations, associations, enterprises, hospitals, health centers, specialized organizations, small and medium entrepreneurs, and new manufactories and industries.
